Chairperson also Vice Chairperson of a sub committee

Our Area Chairperson is also the Vice Chairperson of one of our sub-committees.The by-law states that the Chairperson is an ex-officio member of all sub-committees. So, why would the Area Chairperson have to be voted in as Vice Chairperson of a sub-committee when they're already a member. Ex-officio title keeps the Chairperson neutral on issues effecting all the sub-committees, but once they join the one sub-committee it would be very hard to be neutral. Thats why I think the position is ex-officio member.

Ex-officio does not mean neutral, it only means how they became a member of that group.
