TWO Separate QUESTIONS:

Is there a Section and page(s)in RONR 10th Edition that supports the notion Board Members and Officers of an Association may or may not be members of the bylaw committee?

What is the responsibilities and authority of an officer or board member when the amendment or revision of the bylaws are being reviewed for potential change?

To go to an extreme; than the entire Bylaw Committee membership can all be members of the board or officers; approve of their own recommendations and submit them to the membership at a meeting!

Amendment or revision. Correct. Even when the Board changes are to remove powers from the membership to the point the membership is subordinate to the board rather than the Board being subordinate to the membership.

If you don't like the proposed bylaws recommended by the committee, vote against them. And persuade your fellow members to do the same.

Ultimately, not only can the members decide whether or not to accept any revisions or amendments to the By-laws, the members can always elect other people to the Board. One option for the members to consider, if this is an issue for them, would be to ultimately change the By-laws to state that Board members may only represent only a minority of Committee membership.

No, not directly.

Indirectly, yes, there is text to prove what the answer is.

Can a board member or can an officer sit on a bylaws committee?

Yes.

RONR says that there are no qualifications for office, and no qualifications for committee membership, when The Book says that one NEED NOT BE A MEMBER OF THE ORGANIZATION to sit on a committee nor to serve as an elected officer.

RONR says that if the appointing party does the appointing of a committee, then RONR never gives a qualification for that committee. -- See RONR for a recommendation for the composition of a committee, but note that its recommendation for balance, or for various representative viewpoints, or for harmonious viewpoints, is not the same thing as a rule imposing a restriction, or imposing a qualification.

The Book does have one restriction: Presidents ought not sit on a nominating committee.

The Book never says, "If one sits on a board then one cannot sit on ______ (name of body)." -- The Book has no such restriction for board members.

Or, no more and no less than any other member.

Q. Did you think that sitting on a board cripples one's right to debate and make motions regarding amendments to one's bylaws?

Q. Why the focus on what a board member can and cannot do?
