I am a town councillor and have only participated in 3 budgets since being elected. It seems to me that in the past two years we have always had discussion on the main motion to vote on the budget question. This year however, our Chair, who is not a very good chair, said that in order to have a discussion around the main motion (entire budget) we had to make an ammendment to open up discussion in order to simply ask a question regarding portions of the budget (ie. why is this position important to the town? or why did this amount increase?). I asked why we couldn't just have a disucssion on the main motion and was told that this is the way RRs works. I haven't been able to come up with an answer to this simply by looking through the book. Thank you for your help. Glad I found this forum! Who knew?!
