RONR doesn't say that non-members cannot attend meetings. It's up to the assembly to decide. The assembly gets to control its meeting space and who may attend meetings, and can exclude/eject non-members if it so wishes. (See RONR 10th Ed., p. 625 l. 11-13 and l. 19-28, p. 628 l. 23-29) If the assembly allows non-members to attend, they have no rights to participate but are still under obligation to obey the legitimate orders of the presiding officer. (p. 625 l. 29-30)

Some organizations have other rules/laws that may limit this exclusion, such as public bodies or those governed under "Sunshine Laws", of course.

No, why on earth would it?

And if so why not.

It does not say they can, because it already says the opposite--that non-members have no right to attend.

Even if the non member only observes and makes no

statement, what would be the reasoning as to why a non member can not sit

in, according to RONR?

It doesn't say they cannot sit in, it says they have no right to. Of course if they are invited by (a majority of) the membership, it would be fine.
