Just because you are throwing a party does not mean that I can attend if I am not invited. And the same goes for a meeting. If you are not a member, you have no right to be at the meeting. The assembly gets to control its meeting space and who may attend meetings, and can exclude/eject non-members if it so wishes. (See RONR 10th Ed., p. 625 l. 11-13 and l. 19-28, p. 628 l. 23-29) If the assembly allows non-members to attend, they have no rights to participate but are still under obligation to obey the legitimate orders of the presiding officer. (p. 625 l. 29-30)Some organizations have other rules/laws that may limit this exclusion, such as public bodies or those governed under "Sunshine Laws", of course.
