quorum inclusion in minutes

Is it unusual or against RR to exclude the names of members present/absent in the minutes? The chairman does not want the names included in the minutes (the issue has not been discussed; the chair simply informed the committee without explanation). The group's membership is 15 members.

Recording the names of those present is NOT required in RONR (page 452). However, the minutes should indicte that the regular chairman and secretary were present of, if not, who acted in their places.

However, the assembly could order something different. (Majority vote required unless this is a suspension of the rules.)

If this committee is an ordinary committee that is subordinate to a parent body, then minutes of the committee's meetings need not be kept or approved, though brief memoranda may be written for the use of the committee. See RONR (10th ed.), p. 483, ll. 6-9
