( are they allowed to attend? )Non-members are not entitled to attend, but may be allowed to attend if (a majority of) the assembly agrees to it. As to why, you'd need to ask the membership that. We can't speak for them. One reason might be that a non-member has some knowledge to share with the assembly on an issue they are addressing.
