Is that something that is determined in an organization's by-laws?Such a rule is a rule of order, and is included in the parliamentary authority adopted by the society (such as Robert's Rules of Order). However, if the organization wants to establish a different vote requirement, it can adopt a special rule of order or include the rule in the bylaws.
