Chairman's Power

Can the chairman not carry a motion that was voted by majority vote? For example the vote is 7 "aye" to 4 "no." Can the chairman say no. I will not carry the vote because it is too close?

No rule in RONR grants the Chair that authority.

Unless it was a motion that actually requires a two-thirds vote, and the chairman simply decided not to vote in favor it.

Close doesn't matter; either the motion received the required vote or it didn't. The chair has no power to overlook or change the voting threshold, and the chair does not "carry" a vote. He announces the result, whether or not he likes the result.
