Guest Steve Posted October 8, 2011 at 07:06 PM Report Share Posted October 8, 2011 at 07:06 PM Local Election Board President formulates and proposes ALL motions and asks her political counterpart for a second. This is a three member board but I always understood that the president should ask the board if someone was willing to make a motion; that the president did not make the motion nor second it. Have times changed or does a small board change the rules? Please respond to srhogan1972@gmail.com.

See RONR(11th ed.), p. 488, second footnote. Also, no second is required. See RONR (11th ed.), p. 488, l. 1.
tctheatc Posted October 8, 2011 at 10:41 PM Report Share Posted October 8, 2011 at 10:41 PM Sure, the rules may be changed for such a small board, and the chair can participate as others do.... but I don't see why the other 2 on the board should be prohibited from making motions, from exercising their rights as members...
