changing an assembly vote to one by ballot?

I read in a Jim Slaughter PRP report that contentious issues in an Association could/should be taken by written ballot - especially when it is 2/3rds of total vote required to make the bylaw change. In a special meeting called for the topic (the addition of small dogs to the current cats only pet rule ) we will be asked to vote. Since we allow proxy voting and there will be voting in person, which I know Roberts Rules dont recommend combining - what motion could be made to make the vote be a written ballot vote? And at what point in the meeting should this be moved?

Before the question comes to a vote, just make a motion that the vote on that particular question be taken by written ballot. It takes a majority vote to adopt this motion (this is only a vote about the method of voting, not yet the vote on the motion about the new dog rule).

Just a comment on RONR's strong advice not to combine in-person and absentee votes (p. 423 in the 11th ed.) which you mention -- I would think this doesn't quite apply to the proxy situation, assuming the person holding the proxy is free to react to new information that comes up at the meeting (in a way that an absentee voter is unable to do).

Thanks Trina. And is this ballot motion a motion that should be seconded and that can that be debated (to give a chance to explain to assembly why it might be a good idea?) Most of the proxies are held by the 'anti-dog' secretary! (and no that is not an official title! :rolleyes: )

It requires a second and is only debatable when made while NO motion is pending.

Yes, it should be seconded. And, it is debatable if made when no question is pending, so, since this is apparently a special meeting to deal with the dog issue, make the motion about method of voting early on, before that question is pending. The method of voting motion is still in order later, but, technically speaking, it is then not debatable.
