A rule limiting debate states, "There shall be a ten minute maximum for any one resolution, motion, or amendment."

Does this mean that when an amendment to a resolution or a motion to refer a resolution to a committee is made the clock starts over in each case?

Your rule so you have to interpret it.

It is up to the society to interpret its own customized rules. See RONR, 11th ed., pg. 588-591 for some Principles of Interpretation. The inclusion of the words "or amendment" seems to be crucial in interpreting the intent of the rule.
