This may be a repeat, but here goes, we have a life time member now and wants to become active in organization, this person is a professional also does not have a vote according to our bylaws. They want to be a chairperson,but with no vote how could this be? If our bylaws do not say that they may hold office or chairmanship,would it not be true tha they would need to pay dues in order to have full member rights, like holding office or being a chairperson? shouldn't we stay within our bylaws and say that this person does not have the right to be a chairperson?

Do your bylaws have the requirement of membership to hold office? If not, non-members may be elected/appointed to office. (page 447, ll. 16-19)

You've got things backwards - this person may hold office or be a chairman unless your Bylaws say otherwise. If your Bylaws are silent on who may hold office or be a chairman, then anyone, even a non-member, may hold such a position.

Now, if your Bylaws do say that only members may hold office or be chairmen, then you have a Bylaws interpretation issue on your hands - see RONR, 11th ed., pgs. 588-591.
