(RONR 11th Ed. p. 345 ll. 3-5) A member is defined as a person entitled to full participation in an assembly's proceedings, which includes (among others) the right to vote. (RONR 11th Ed. p. 3 ll. 1-5) So, with your class of non-voting members, they would not be counted towards a quorum. Link to comment Share on other sites More sharing options...
