Guest Lalla Posted January 8, 2012 at 06:54 PM Report Share Posted January 8, 2012 at 06:54 PM Is it permissible for people to cast written ballots and leave the premises while debate is still going on and the question has not been called by the chair? Chris Harrison Posted January 8, 2012 at 07:31 PM Report Share Posted January 8, 2012 at 07:31 PM No. Who is to say that the motion won't be amended, postponed, committed, etc thus the question the member is voting on will be different than the one that is ultimately put before the assembly for a vote? jstackpo Posted January 8, 2012 at 07:31 PM Report Share Posted January 8, 2012 at 07:31 PM Nope. P. 423. A member can come in late, after the question has been "put", but while the voting (like lined up at a voting machine, or while the tellers are collecting ballots) is still going on and properly vote. But he can't vote (and leave) before the question is put. Tim Wynn Posted January 8, 2012 at 07:52 PM Report Share Posted January 8, 2012 at 07:52 PM Is it permissible for people to cast written ballots and leave the premises while debate is still going on and the question has not been called by the chair? It's a fundamental principal of parliamentary law that the right to vote is limited to members who are actually present at the time the vote is taken. See RONR (11th ed.), p. 263, ll. 18-24.
