Okay. But since this restriction would only have applicability in the context of a meeting (that being nominations from the floor), would it be in the "nature of a rule of order" and thus able to be suspended?

We would need to see the exact language of the proposed bylaw provision, and understand its purpose and effect, in order to answer this question.

Can the Standing Rules state that a Past Department President of an organization cannot be nominated from the floor for the District President again?

Maybe, though it wouldn't be a standing rule, but rather a special rule of order. And even though not nominated, nothing would prevent him from being elected anyway.

If you really want an effective term limit, it will have to be in your bylaws.
