The bylaws also require the advance notice of changes to be presented at two consecutive meetings. We were notified that there would be amendments made to the bylaws at the next meeting. The amendments were not included in this notification. At the meeting, during the announcement that the secretary was about to read the amendments, the Chair made the statement that he would not recognize any member the floor if it concerned Robert's Rules of Order, or the bylaws. Further he stated that there would be no debate or discussion allowed, and that this would constitute the first reading of the Amendments. In addition there was no copies of the changes passed out to the membership. It was suggested that he have the secretary email each member a copy of the proposed changes so we could study them before the next meeting. He refused stating that it would cause too many arguments during the final reading and voting. Did the Chairman over step his authority? Link to comment Share on other sites More sharing options...
