Its members are elected by the membership of the entire body of the organization. The by-laws are silent on the subject of filling vacancies on this committee or any standing committee. The notice for the meeting would serve as notice of the election as special meetings can only deal with issues specifically meant to be dealt with at the meeting (in other words, only issues mentioned in the notice/call for the meeting are allowed to be discussed and voted on.)
