For example, if there are 20 people in the room and 20 ballots are turned in then voting has naturally closed. You can't have 21 ballots afterall.2) If after a time no one turns in a ballot. If a lot of ballots are turned in and then after two or three minutes no one hands in a ballot, it could be said that the polls have closed as no one is continuing to vote.
