Since the nominations committee has the nominated parties (and not the secretary) it would seem reasonable for the nomination committee chair to send the ballots (if asked by a member). The nominating chair would give the report of the nominating committee at a meeting. The nominating committee typically has no role whatever in conducting the election itself.
