Absentee Ballot

Bylaws do allow absentee ballot. Since the nominations committee has the nominated parties (and not the secretary) it would seem reasonable for the nomination committee chair to send the ballots (if asked by a member).

Just make sure that whoever sends out the ballots has the most up-to-date list of members and their contact info to maximize the likelihood of them getting to everyone.

If our group allows voting by absentee ballot, who sends the ballots....secretary or nominating chair?

The secretary. The nominating chair would give the report of the nominating committee at a meeting. The nominating committee typically has no role whatever in conducting the election itself.
