Gary Novosielski Posted April 25, 2012 at 10:55 PM Report Share Posted April 25, 2012 at 10:55 PM The only way the constitution and bylaws may be amended is by following, to the letter, the procedure outlined within that document for its own amendment.If there are no such provisions, then the rules of in the parliamentary authority must be obeyed.Unless your situation is stunningly unusual, neither a legislative committee nor any officer has the right to change the bylaws on its own, and any attempt to do so is at the least null and void, and at most, grounds for disciplinary action.
