There a public comment period on our agenda at the beginning and end of our meetings. May the Chair recognize public attendees to speak at other times, including when debating a motion, without a vote to suspend the rules or to amend the agenda? Allowing someone to speak in debate who is not a member of the commission would require a suspension of the rules, typically with a 2/3 vote requirement.Allowing someone to speak when no motion is pending, but outside of your designated public comment period could be done by an ordinary motion with a majority vote.The President on his own authority (or in this case lack of it) can't otherwise recognize non-members.
