Robert's Rules doesn't prescribe this ever, and unless your proxy rules affect this question, my answer is unaffected.3. In and of itself, that's insane. What's the rationale behind such a question? That a Registered Parlimentarian must be present and preside over an election?The parliamentarians job is to advise the chair, who presides over the election, barring other unusual circumstance you haven't provided.3. That a person knowing Parliamentarian Procedures is not qualified to preside over elections?Interpreting your apparent question as best I can, are you saying that a person who is qualified to do a job (knowing parliamentary procedures) is by virtue of that knowledge not qualified to do the job? That a Registered Parlimentarian must be present and preside over an election?That's not really a question. But if it was intented to be one, then no, an RP need not be present, unless your bylaws say so.3. That a person knowing Parliamentarian Procedures is not qualified to preside over elections?That's not a question either, and trying to interpret it as one makes my head hurt.
