Ordinance Reading Before Adoption

On page 14 of Parliamentary Procedure in Local Government; NAP Education Committee; 2005, the authors write, "In most instances, an Ordinance receives two readings before adoption. It is usually received by title at the first meeting, and action is taken at the subsequent meeting."

[Assume the proposed ordinance is printed and distributed before the first reading.]

By way of clarification, I would like to ask our experts:

1) What is the proper text to be used in placing the proposed ordinance on an agenda?

2) When should a motion be made to adopt the ordinance?

3) Is the ordinance debateable after both readings?

4) If the ordinance is amended at either reading, are additional readings required?

Since local ordinances control what you are supposed to be doing with respect to adopting new ones, and local (or any) ordinances supersede RONR's rules, you will have to look to the ordinances (or your legal council) for the answers to your questions.

RONR's rules are different, but not relevant in your situation.
