changing proposal language

once a consituency has agreed upon a proposal for vote is it legitimate for a small group of individuals to change the proposal language without consent from the constituency prior to the vote?

specifically the group met and agreed upon a tier vote on three proposals, the by-laws only state that the vote may not take place the same day as the proposals are put forth. After the group had agreed upon the three proposals presented and had set the time and place of the vote the three individuals that were to print the ballots met and changed the language of the proposals without consulting the group as to the changes that were made to the proposals ( the language changes did impact the intent of the proposals). Is this legitimate? can individuals meet behind closed doors and make language changes to ballots without consulting their constituency?

Legitimate? Of course not. (Although "proper" is a better word to use - we RONRites don't deal with "legal" questions.)

(Unless your bylaws - seems unlikely - give those "individuals" the authority to do what they did.)

The "individuals" are free to propose amendments to the three proposals at your second meeting.
