Does Roberts Rules of Order determine if a member's resignation needs to be in writing?

First of all, check your bylaws to see what they have to say on the subject and follow whatever they say. If the bylaws are silent then a resignation offered during a meeting can be made orally or in writing. If the resignation is offered between meetings then it needs to be in writing. See RONR p. 291.

If a member does not attend meetings and does not respond to inquiries, can a Board deem him resigned?

Not unless the bylaws say so.

Keep in mind that most of what RONR has to say about resignations has to do with resignations from an office. That is, RONR says that a resignation is "a request to be excused from a duty".

I'm sure most organizations have lots of members who join and never attend meetings and never respond to inquiries. And the members that do attend meetings are probably glad that most members stay home.

Most people don't join an organization so they can attend meetings.
