Special Meeting of a Committee

Can the chairperson of a committee call a Special Meeting without notifying all committee members of the date, time and place of the Special Meeting?

"It is the responsibility of the person or persons calling a committee meeting to ensure that reasonable notice of its time and place is sent to every committee member." - RONR (11th ed.), p. 499, ll. 25-28

And even if notice was sent to all members, is a Special Meeting of a Committee allowed unless specified?

Well, a committee meeting can indeed be called by the chair (or by any two members, if the chair fails to do so), but it's not a "special meeting" in the sense the term is used in RONR. Unless the society's rules state otherwise, all committee meetings are in the nature of regular meetings in that the committee may conduct any valid business, rather than being limited only to the business listed in the call.

"... when it adjourns without appointing a time for another meeting--the next meeting is held at the call of the chairman, who must ensure that reasonable notice of its time and place is sent to every committee member" - RONR (11th ed.), p. 501, 30-34.

Unless the society's rules state otherwise, all committee meetings are in the nature of regular meetings in that the committee may conduct any valid business, rather than being limited only to the business listed in the call.

I think the main underlying concept is that when a committee meeting adjourns without providing for a future meeting, the next meeting is held at the call of the chair.
