President storming out

Can president storm out when when the topic of giving high school monies came up, for reconsitered,and a lesser amonunt was given .

Of course he can. Didn't he do just that?

But you can take steps to get a new president. Maybe one who doesn't act like a two-year-old?

It is not proper for the President to storm out, since this conflicts with his responsibility to present the appearance of impartiality. Nonetheless, if this occurs, the proper course of action in the short term would be to continue the meeting with the Vice President presiding, or to elect a Chairman Pro Tempore to preside if the VP was also absent. In the long term, it may be advisable to remove the President from office. See FAQ #20 for more information.

It is not proper for the President to storm out, since this conflicts with his responsibility to present the appearance of impartiality.

This does not conflict with the president's duty to maintain the appearance of impartiality, since that only applies while he is presiding, which he would not be, after leaving the chair, storming or otherwise. The chair does have the ability to relinquish the chair in order to show partiality.

However, the chair storming out could, in most cases, be seen as a dereliction of his duty to preside.
