Nonetheless, if this occurs, the proper course of action in the short term would be to continue the meeting with the Vice President presiding, or to elect a Chairman Pro Tempore to preside if the VP was also absent. This does not conflict with the president's duty to maintain the appearance of impartiality, since that only applies while he is presiding, which he would not be, after leaving the chair, storming or otherwise. The chair does have the ability to relinquish the chair in order to show partiality. However, the chair storming out could, in most cases, be seen as a dereliction of his duty to preside.
