A point of order was raised that the question should be sent to committee as a new club policy states. No motion was made to send to committee so the chair ruled to hear the motion. Is a point of order proper to enforce POLICY or is it only used to enforce rules?

Do all motions to "Amend Something Previously Adopted" have to be sent to a Committee or only new main motions?However, if the policy is to send the issue to a Committee, then the Chairman should have agreed with the Point of Order. However, the decision could have been appealed and the aasembly could have made the final decision.

No motion was made to send to committee so the chair ruled to hear the motion.If your club's policy provides that the question should have been sent to committee, then there is no need to wait for a motion - the chair should simply declare that it is sent to XYZ committee per the club's policy. Thus, it would seem to me the chair ruled incorrectly.Is a point of order proper to enforce POLICY or is it only used to enforce rules?A policy is a rule.
