(RONR 11th ed. p. 500 ll. 17-18). Also, see earlier on the same page, where it is stated that committees, unless instructed otherwise, operate by the 'small board rules' described on pp. 487-488. Under those rules the chair can fully participate, including making motions and voting.Everyone except Mr. Tesser seems to have wandered off in pursuit of the 'chairperson' angle...
