There is no requirement in RONR that they be emailed or mailed or otherwise distributed in advance of the meeting at which they will be approved. Your rules may say otherwise. Otherwise, the Minutes are only read aloud at the next meeting as required by RONR. And once approved, only members of the Board have a right to review those Minutes unless thr organization's rules state differently, or the general membership passes a motion to order them read aloud or distributed. Whether what it does at that meeting is conduct a hearing or anything else, it's a meeting and there should be minutes prepared (and subsequently approved).But also note that minutes don't properly record "everything that happened".
