Can confirmation of the Minutes of the previous meeting be proposed and seconded by the invited participantsWell, committees do not generally need to keep minutes; and, besides that, minutes (when they are approved) are approved regardless of whether a motion to approve them is made and seconded; and, besides that, motions in a committee generally need not be seconded. Now, to answer your question: If these non-board-members are actually members of the subcommittee, then they can make and second motions just like any other members of the subcommittee. But if they're invited to participate without being members at all, then the answer is "no" (although they can try to, and by the fact that you're asking this question, I assume they've gotten away with it in the past).
