Asking Committee Members to Excuse Themselves from a meeting

I chair a church committee of 6 members. We have an "Ex Officio" member, and the committee needs to discuss that individuals personal performance for salary considerations. Does Roberts Rules of Order.........

1) allow a committee to ask a regular member, or an ex officio member specifically, to excuse themselves from attending a meeting when personal performance and salary discussions are on the agenda? If not, is there a mechanism to

2) restrict the individual from attending the meeting when his/her salary is being discussed?

1. Sure, go ahead and ask. But the ex-officio member, who's as much a member as any other member, is free to say, "no".

2. No. All members (with the possible exception of those under disciplinary sanctions) have a right to attend all meetings.

While RONR suggests that a member does not vote on a matter for which he/she has an interest not shared with other members (i.e. a 'conflict of interest') , RONR does not compel the member not to vote nor leave the room during discussion/voting of the issue. As such the member, according to RONR, has the right to attend and vote on the issue.

Double check with the organization's own rules to make sure there is no specific discussion about the issue.
