Or, can they vote how they wish to vote.According to RONR, only members can vote. Members can vote as they please. Non-members can't vote at all. "Stand-ins" (i.e. proxy votes) are prohibited. Your bylaws may have a provision that supersedes this rule, but then you'd also have to look to your bylaws for the answer to your question.
