bylaws changes

in our organization, we have chapters and an state executive board. we have both chapter and state bylaws and a precudure on how bylaws may be change.If a chapter wants to make a change they need a 2/3 vote of their membership. It is then sent to the state executive board when there is a bylaw committee in place to review these changes , make necessary so that these bylaws serve all chapters, it then goes to the exexutive board for a 2/3 vote before it goes back to the chapters for an approval(all chapter follow the same bylaws)Our state bylaws state that the president appoints the bylaw committee from the executive board. because this is in our bylaws do we not have the right to make changes by the committee on any bylaw that is referred to the State Executive board. we feel hat this would be the only reseon for this bylaw.

I would say so, yes. But that's a ridiculous question, isn't it? With seventy-three other steps in the amendment process?

the question is. does the state bylaw committee have the right to make changes to a prosposed bylaw submitted by a chapter?

Actually, this is not a question about Robert's Rules, it's a question about your bylaws, and thus is beyond the purview of this forum. As for interpreting your bylaws, you might find some helpful insights (or not) on pages 588-591 in the 11th edition of RONR.

I think what can be said here and now is that your bylaws can pretty much say anything (no matter how foolish, confusing, or questionable) that they want, and that they supersede (or supercede, depending on which side of the border you are) RONR. They can say that the state bylaw committee can do whatever it wants to with your proposed chapter bylaw amendment. As for the question of can the the committee change your proposed chapter bylaw before sending it back to your chapter for final approval, the state bylaws will need to be reviewed (in their entirety, and not via this forum) to see what that committee is authorized to do. It is there you will find the answer to your question.
