One of our councilors takes this as an opportunity to describe, in great and harrowing detail, what is wrong with one city department or another. Knowing councilors are not to formulate/voice opinions regarding personnel, I also think it's inappropriate for this bashing to occur in a public setting. Not only do these discussions rack up large amounts of our time, the public hears one councilor's personal opinion regarding city staff function. Should these discussions be allowed to continue? If so, what rule?No, it would not be appropriate to try to use Robert's Rules to "shut down" councilor comments when your council (not Robert's Rules) has specifically reserved a place on its meeting agenda for Councilor Comments.
