A good start might be to answer Dr. Stackpole's questions. One would assume that under the heading Citizen Participation, citizens would participate in some form, which quite probably would include some discussion. If so, then certainly that's appropriate. State sunshine laws may constrain your freedom on such matters, but within the leeway afforded by them, you're free to decide this as a group.
