See Section 9 (RONR 11th Ed.), particularly p. 94 for insight into what an Annual Meeting is (or might be), and if there will be one held for the Board and/or general membership. If that's true of yours, then no, it can't be a board meeting too.Board members, if they are also members of the organization, may attend membership meetings as individuals, and vote as individuals, but the "board" only truly exists, as such, during board meetings.Your bylaws would be the place to look to find out what's true in your organization.
