We have an area in our bylaws that discusses discipline. They are the only ones listed to disipline members. The appeal process the rest of the board is brought in. How can the membership discipline them if they broke a rule and performed their own investigation with nothing found incorrect? However, depending on whether the Appeals process is in place for only the accused to use of if the accuser can also use the process you all might be able to use the process to deal with them after they find that they did nothing wrong (check the bylaws to find out your options). However, it might be less complicated and without as much of an appearance of underhandedness to amend the bylaws to change the disciplinary process to remove the P and VP from their position of making the determination when one or both of them are the accused (or just change the process altogether). What they allow in terms of appeal (who can appeal a disciplinary decision by the President or Vice President) will hopefully be stated clearly enough that you know if you can do anything more about this.
