In my jurisdiction, our Gaming branch would have quite a lot to say about one group holding a raffle to raise money for another organization, and where those funds go. Your jurisdiction may differ, and of course the fund raiser may not be something regulated.At any rate, this is not really a question about rules of order, but more about laws and contracts.
