Valid Election Votes

Our club constitution states that nine ordinary members of committee are elected at the annual general meeting. If there are more than nine candidates nominated the vote is by written ballot with all cadidate names listed and the AGM attendees are asked to complete a ballot paper each. is it permissible for the chair to deem any ballot paper invalid if it does not have a vote for nine of the named nominees?. Our consititution does not stipulate anything to cover this.
