Are non-voting members Officers?

Our organization recently re-wrote our entire By Laws, including new titles and establishing our Executive Officers. Now we are preparing for elections. Our previous By Laws did not state who Officers were. They only state which board positions are voting members. Our President is leaving and we have a candidate for that office. Requirements are for the cadidate to have 2 yrs exp as an Officer with 1 yr being the current year; which can be reduced to 1 yr exp if they have served on another board. The candidate has been on the board for 4 years but only as an "Officer" by title for 2 months since the new By Laws went into effect. The candidate was a voting member under the previous By Laws and a memeber of the Board of Directors.

My questions are:

Does this individual meet the requirements for President?

We do have another individual wanting to run for Presdient but they are not a current board member. They did serve on the board 8 monhs ago under the old By Laws but not as a voting member. Do they qualify to run for President?

If none of the positions under the previous By Laws were labled as Offficers could one conclude that the voting members were Officers?
