Does the maker of a motion have to be in favor of the motion at the time of introduction. In other words, can the maker of a motion talk against the motion?

I may be one of the few people who actually bought a second Chevy Vega. I thought they were great little cars.

Actually my wife owned it, and the best part about it was the aluminum block, which allowed for almost instaneous heat in the winter.
