By-law Amendments

In Our Association we have annual dues of $200. There was a suggestion from one of the members. If we could give any new resident moving into our community a one time 30 free trial to attend all of our events. At our meeting, a few members said we cant just bring this item up for a discussion and vote. We will need to propose an amendment to the by-laws. However, It doesn't mention this anywhere in our By-laws. We feel it doesn't require an amendment. Please give me your views and opinions. Thank you.

Count the members who say the bylaws must be amended. Then count the members who say that's not necessary. The side with the most members wins.

Then what makes you think you have dues?

If the dues amount is in your bylaws, then you'd need a bylaws amendment to change it. If it's not in your bylaws, you don't have dues at all.

Must the amount of dues be specified in the bylaws? Could they be specified in the Standing Rules, with a bylaw mention that says something like "the membership shall determine the amount of the annual dues at the Annual Meeting", or some other referential indicator?

It is up to the organization to interpret its Bylaws. See RONR, 11th ed., pgs. 588-591 for some Principles of Interpretation for Bylaws.

That's perfectly fine, but if the Bylaws are silent on the topic of dues, then the society cannot adopt a standing rule to establish dues.
