Guest Frank V. Posted January 15, 2013 at 04:58 AM Report Share Posted January 15, 2013 at 04:58 AM In Our Association we have annual dues of $200. There was a suggestion from one of the members. If we could give any new resident moving into our community a one time 30 free trial to attend all of our events. At our meeting, a few members said we cant just bring this item up for a discussion and vote. We will need to propose an amendment to the by-laws. However, It doesn't mention this anywhere in our By-laws. We feel it doesn't require an amendment. Please give me your views and opinions. Thank you. jstackpo Posted January 15, 2013 at 07:59 AM Report Share Posted January 15, 2013 at 07:59 AM Really can't answer without reading your bylaws in detail, which we here are not in a position to do. Reading RONR in detail is quite enough, thank you.If you anticipate that you mighthave continuing parliamentarydifficulties or problems youmight want to get in touch witha real live professionalparliamentarian in your area(not virtual ones like us)for consultations.Contact either (or both) the ...National Association of Parliamentarians213 South Main St.Independence, MO 64050-3850Phone: 888-627-2929Fax: 816-833-3893; e-mail: hq@NAP2.org <<www.parliamentarians.org>>orAmerican Institute of Parliamentarians550M Ritchie Highway #271Severna Park, MD 21146Phone: 888-664-0428Fax: 410-544-4640e-mail: aip@aipparl.org<<www.aipparl.org>>for a reference or information. However, It doesn't mention this anywhere in our By-laws.Then what makes you think you have dues?If the dues amount is in your bylaws, then you'd need a bylaws amendment to change it. If it's not in your bylaws, you don't have dues at all.

If it's not in your bylaws, you don't have dues at all.Well, I think that might be stretching things a bit but I read "it doesn't mention this anywhere" to refer to a free trial period. Could they be specified in the Standing Rules, with a bylaw mention that says something like "the membership shall determine the amount of the annual dues at the Annual Meeting", or some other referential indicator? Could they be specified in the Standing Rules, with a bylaw mention that says something like "the membership shall determine the amount of the annual dues at the Annual Meeting", or some other referential indicator? That's perfectly fine, but if the Bylaws are silent on the topic of dues, then the society cannot adopt a standing rule to establish dues.
