Assuming there is a conflict and members aren't mis-reading what is said, see RONR (11th ed.), p. 588ff for "Some Principles of Interpretation" of bylaws. Which Statement prevails?If you stick with the 2/3 vote, you won't have anyone challenging the decision, since that covers the majority vote requirement as well. And amend those bylaws!
