Guest S. Forman Posted February 13, 2013 at 01:54 AM Report Share Posted February 13, 2013 at 01:54 AM In Robert's 10 at page 382 OR section XII at sub 43 - Rules Governing Debate there is a heading "Rule Against the Chair's Participation in Debate", which calls for impartiality and has steps laid down. There is no mention of the size of the group to which this rule applies. In other places in Roberts, small groups are exempt from a rule. This group numbers eight mermbers in total. I am being told that in a group of this size that the rules concerning the impartiality of the chair do not apply. Is this true? To what size group do these rules apply?Thank you
