This motion is not one that requires previous notice. Example - Vice President states to the genearal membership " At the next meeting I am going to make the motion that seniority switch to........" then goes on to explain why he is going to make this motion and begins to have discussion on the topic. Technically it is improper to discuss something, anything, without a motion on the floor.And that is a very good "technicality" to enforce to keep meetings running efficiently. This sounds a lot like a motion to Amend Something Previously Adopted, notice for which would not only be permissible, but is quite advisable. then goes on to explain why he is going to make this motion and begins to have discussion on the topic.Since no motion was pending, debate would not be in order.
