Any member of such a board can raise a point of order that should, if handled properly, get the meeting moving again.Another common situation where boards can be "non-productive" is the review of minutes. The proper wat to approve/review minutes is for the Chair to ask for corrections. When there are no more corrections, you move on. Sometimes, members use the review of the minutes to "discuss" the current status of issues in the minutes. That should be later, if at all. Another annoying thing that is common is for some members to want the minutes of the meeting being reviewed to say what happened after the meeting and now. So, if a motion to paint the clubhouse green was made and passed at the previous meeting - but the clubhouse has not yet been painted, they want that in the minutes of the meeting - as well as argue about it .
