I will note that the word "executive" is used quite a lot for different meanings - meeting in executive session is different than a meeting of the executive, as an example. As for your question, Board members don't have a right (under RONR) to see minutes of the Executive Committee though the Board could adopt a motion requiring the EC make their minutes available to them.
