Executive committee voting

Do your bylaws say that the "executive committee" can appoint someone to fill a vacancy, or do they say the board can?

Do your bylaws define what an "executive committee" is? I will note that the word "executive" is used quite a lot for different meanings - meeting in executive session is different than a meeting of the executive, as an example.

While in an executive committee meeting, can we vote on organization issues?

What can't we do?

The executive committee can do whatever it is authorized to do by the Bylaws or the society, and no more. Additionally, the executive committee cannot overturn the decisions of the board or the membership.

Should minutes from an Executive Committee meeting be included in Board packet materials?

First, in the future you should post your question under its own thread rather than tacking it onto someone else's. As for your question, Board members don't have a right (under RONR) to see minutes of the Executive Committee though the Board could adopt a motion requiring the EC make their minutes available to them. So the default RONR answer is no they shouldn't.
