I can no find no prohibition in RONR (11th ed.).2. It seems to me that this would be tantamount to "gaveling through" a measure (RONR (11th ed.), p. 387, ll. 1-7). I assume that the Previous Question cannot be moved before the chair has stated the referenced question to place it before the assembly.Thank you for your consideration. This motion requires a two-thirds vote for its adoption, and hence is not in the least bit the same thing as "gaveling through" a measure as described on page 387. So unless the motion maker doesn't desire debate in any shape or form and moves the previous question as soon as being recognized the assembly would have to wait until he has made his speech to do anything.
