"Gaveling through" by moving the Previous Question?

Can the Previous Question be moved as soon as the chair has stated the question?

I ask because:

1. I can no find no prohibition in RONR (11th ed.).

2. It seems to me that this would be tantamount to "gaveling through" a measure (RONR (11th ed.), p. 387, ll. 1-7).

 

I assume that the Previous Question cannot be moved before the chair has stated the referenced question to place it before the assembly.

If a member has properly obtained the floor he may use it for any proper purpose, including moving the Previous Question (RONR, 11th ed., p. 378, ll. 1-6). This motion requires a two-thirds vote for its adoption, and hence is not in the least bit the same thing as "gaveling through" a measure as described on page 387.

However, keep in mind that whoever made the motion gets preference in recognition (RONR p. 379 ll. 10-13).  So unless the motion maker doesn't desire debate in any shape or form and moves the previous question as soon as being recognized the assembly would have to wait until he has made his speech to do anything.
