Would all five members of that committee be considered ex officio members of the committee? P. 499, l. 25ff. are clear that a majority of the membership is a committee quorum. No distinction is made between ex officio members (no matter where they came from) and "regular" (elected, appointed, whatever) members. Well, as noted on page 497, lines 20-22, the "rules affecting ex-officio members of committees are the same as those applying to ex-officio members of boards (pp. 483–84)." Sorry about that. From what he says his "Committee of Chairmen" is made up of members "under the authority..." so a quorum for that committee will be a majority of those members.
